Restrictions on risk can be obtained both in the advertising account and personal profile.
The verification system can block advertising accounts and personal profile for suspicious activity related to payments, if the user makes many changes to the account’s payment method information over a short period of time, or if the system detects any fraudulent activity.
Types of blocking:
- DISABLED RISK – Restriction for suspicious activity.
- DISABLED RISK PAYMENT – Indicates that the account has been disabled,
because the payment method could not be confirmed. - DISABLED UNUSED_ACCOUNT or DISABLED POLICY – Blocked due to long periods of time failure to pay debts or due to violation of the rules of advertising activities.
- DISABLED UMBRELLA_AD_ACCOUNT – If any of the RA administrators do not have
your own advertising account. You can get risk limits because of
non-compliance with the rules. - https://transparency.fb.com/ru-ru/policies/ad-standards/ section “Note” paragraph 5
- NORMAL / UNKNOWN – Means that the ad account is active,
but was previously blocked due to suspicious activity or hacking. - COMPROMISED AD ACCOUNT- Hacked ad account
- Status: PREAUTH – happens when it was not possible to temporarily hold funds on the card.

What counts as suspicious activity and what the internal department will check before removing restrictions from your profile or advertising account in case of a risk block:
The name of the bank card must match the name of the RA creator or RA administrator.
Geolocation. You can get blocked by Risk if the administrator is in one country, and the creator of the advertising account in another, while the administrator changes the payment method.
The payment method you add to the RA is blacklisted by Meta.
